Bug Report: ChatGPT can't read project or chat files. ResourceNotFound error.
`Steps to Reproduce`

Ask ChatGPT to reference something in an uploaded project file. I have seen this issue with both PDF and XLSX files.

`Expected Result`

ChatGPT will read the file and load the information from it.

`Actual Result`

Sometimes the word "Error" appears, and ChatGPT acknowledges that it cannot read the file, saying it is getting a "ResourceNotFound" error.

Additionally, it also cannot view images dropped into prompts citing the same reason.

However, a non-project chat can view all files just fine a first, but a prompt or two later it returns an InvalidFilePointerError if asked to access the same file again.
