Bug Report: Memory Not Working Despite Being Enabled
`Steps to Reproduce`

Ensure memory is toggled ON in settings (Settings > Personalisation > Memory).

Confirm multiple saved memory entries are present.

Start a new, standard ChatGPT thread using GPT-4o, GPT-5 (Not custom GPT)

Ask the model: “What do you remember about me?” or begin a conversation that would normally trigger memory recall.

`Expected Result`

GPT-4o and GPT-5 should reference saved memory entries, e.g., preferences, recurring names, or personal context previously saved.

`Actual Result`

GPT-4o and GPT-5 respond with statements such as:

“I don’t have memory on in this chat.”

“Memory is off by default.”

“I can’t recall anything from past conversations.”
This happens in every new chat, on every platform, despite memory being enabled and populated.

`Environment`

Account type: ChatGPT Plus, Model used: GPT-4o GPT-5, Windows 11 Home, Android app (latest version, updated)
