Bug Report: Archive button visible for unarchivable temp chats
`Steps to Reproduce`
  1. Turn on temp chat
  2. click ... at top-right to show dropdown
  3. Click archive
  4. The chat isn't archived
  5. if you ask the LLM, it clrealy states they cannot be archived.
`Expected Result`
  1. there should be no "Archive" button for chats which cannot be archived.
`Actual Result`
  1. there's a no-op "archive" button in temp chat mode
