Bug Report: o3 does not appear under Legacy models
`Steps to Reproduce`

Teams account. Have "Show additional models" activated.
Go to "Legacy models"

`Expected Result`

o3 and many other Legacy models should be shown.

`Actual Result`

Only 4o is shown.
