Bug Report: ChatGPT freezes when creating new GPT and trying to upload file

`Steps to Reproduce`

I am trying to create my first custom GPT but when I click on the + button to upload a file (or take screenshot or take photo), everything freezes and I cannot click on anything else.

This is happening in the ChatGPT Windows app, and all browsers I have logged in with (Firefox, Chrome, Edge).

I cannot find this happening to anyone else in any forums. Is anyone able to help?

`Expected Result`

That a Windows shell popup with appear where I can select files from Explorer to upload into the chat.

`Actual Result`

The menu appears (in Windows app) with:
Add photos and files
Take Screenshot
Take photos

appears but after clicking anyone after, the menu disappears and I cannot click anywhere else. I can only navigate again after reopening the app or refreshing the page when in the browser.

`Environment`

Windows 11 app, Chrome, Edge, Firefox browsers - everywhere I have have logged in.
