Bug Report: unable to let GPT-5 know that I'm safe
`Steps to Reproduce`

I told it that I was feeling like harming myself and it referred me to a local phone number. It asked if I was safe, but GPT-5 ran out under my free account and it didn't fall back to an older model so the send button got disabled

`Expected Result`

I should be able to respond whether I am safe or not regardless of any free limitations. I would expect GPT-4o to be used as a fallback in this sensitive conversation.
