Bug Report: Choosing image instantly uploads it
`Steps to Reproduce`

Start chat on free tier account - capture, paste or select image to attach - remove it - repeat few times

`Expected Result`

Images that are selected but removed from message before it's sent should not count for uploaded images limit

`Actual Result`

Upgrade to ChatGPT Plus to attach more files or try again after 7:42 PM.
