Bug Report: TXT files fail to upload in new chat (quota bug)
`Steps to Reproduce`
  • Start new chat on ChatGPT web
  • Upload .txt files (very small files)
`Expected Result`

I recently subscribed to ChatGPT Plus last night via iOS. They successfully upload on iOS, and I am able to start the chat from there. On web, all files should upload successfully, yet they do not.

`Actual Result`

I receive a message stating "Try again August 31, 2025." The add button greys out. Some of the files appear to have successfully uploaded, but others are missing.

macOS 26 Beta; Safari 26.
