Bug Report: Dictation button goes away when text is entered in input window
`Steps to Reproduce`

Currently in my ChatGPT if I use dictation, which I do for a hand disability, and I dictate partway but then pause to check spelling or other things and wish to continue dictating, the dictate button has gone away.

`Expected Result`

Nothing but reply generation should cause the dictation button to disappear. We should always be able to tap it when we are able to dictate.

`Actual Result`

Even typing in one character, either a letter or a just punctuation, makes the dictation button go away and no longer be accessible until you send your message to ChatGPT.

Please fix this bug! This is a much needed feature that I was using on a daily basis.
