Bug Report: Codex environment internet access option missing (I have ChatGPT Plus)
`Steps to Reproduce`

I have ChatGPT Plus. Open up an existing environment or create an environment. Go to its settings.

`Expected Result`

There should be an internet access option to control whether the environment can access the internet, access with a whitelist, or disable its internet connection.

`Actual Result`

The toggle used to be there (several weeks ago), but now it is missing.
