Bug Report: Chatgpt refuses to read Files uploaded to project files
`Steps to Reproduce`

Go into project, use GPT4o, upload file to project files, tell chatgpt to read the project files and summarize filename.txt.

`Expected Result`

Summary of the text file

`Actual Result`

I get this response:
I don’t automatically have access to uploaded files—that includes anything you've added to the “project files” here. For privacy and security reasons, I can only see content you share directly in our chat. So if you paste the text from filename.txt, I'll be able to read, analyze, and summarize it for you. Let me know once it’s shared!

It thinks there's a privacy issue with reading project files.

I have encountered this issue many times. Sometimes files uploaded before the chat was created end up like this. I've just removed and re-uploaded the file to the project files after creating the chat (I know, sort of defeats the purpose of having project files). What also works is give it the explicit path of the file, /mnt/data/filename and it will usually be able to read it.

Yeah, it’s weird. It seems there’s some kind of strange behavior with uploading that a lot of people encountered ever since that outage or whatever.
