Scheduled Tasks in ChatGPT don't allow the stated 10 active tasks

The OpenAI help page for scheduled tasks in ChatGPT says that there can be 10 active tasks at once, but the ai model tells me that the limit has been reached when there are only 9 or 8 active tasks. What's going on?
