Bug Report: DALL-E IS NOT WORKING PROPERLY

`Steps to Reproduce`

Anything I try to generate in the DALL-E GPT is irrelevant as Chat responds with: 'Dall-e is disabled right now'

`Expected Result`

I should be getting the images I describe with my prompt.

`Actual Result`

chats keeps on entering a loophole of responds where it keeps on refining my prompt instead of generating any images

Windows 11, tried both the browser and the app
