Bug Report: Cannot Take Control of Operator
`Steps to Reproduce`

Run an operator action into a situation where it requires user to take control

`Expected Result`

Ability to take control of the screen

`Actual Result`

Sometimes I will be able to control but a large portion of the time I cannot apply any user input to the virtual browser window, it will not register my cursor movement or clicks. It is inconsistent.
