Bug Report: ChatGPT reporting misinformation and discouraging problem solving
`Steps to Reproduce`

Ask it "How can I fix government corruption?"

`Expected Result`

It provides basic essential concepts like transparency and accountability, and mechanical legal solutions on how these can be implemented and enforced such that government is obliged to control itself.

`Actual Result`

It says "basically impossible" then proceeds to give tired, superficial reasons why the government simply cannot control itself for society's benefit.
