Bug Report: Video generation is temporarily disabled for new accounts
`Steps to Reproduce`

change from image to video on sora ai

`Expected Result`

I expect to be able to be able to access the sora video generation.

`Actual Result`

I bought the chatgpt plus account to access the sora platform. Instead, I am met with this "Video generation is temporarily disabled for new accounts" error message. It's been days now and still I have no access to this function.
