Bug Report: Image generation content violation false negative with biracial children
`Steps to Reproduce`

Using the recently released update to image generation I was able to successfully upload photos of my biracial children (black father, white mother ages 4 & 6 at the time of the photo) and generate images without issue. The problem is when I uploaded a white child of similar age (a friend of my children), and wrote a similar prompt I got a content violation error.

`Expected Result`

Per your policy all children under the age of 18 should violate the policy.

`Actual Result`

My young biracial children's photos passed your screening and it resulted in content generated.
