Bug Report: Content filters are too sensitive on 4o native image generation
`Steps to Reproduce`

I start to generate a grey-furred anthropomophic toon bunny in WB toon style.

`Expected Result`

I expect to get a grey-furred anthropomophic toon bunny as I do with dalle3.

`Actual Result`

No, I do not get one. The system starts to generate and then, bang! Filters stricke and I do not get.

`Environment`

Any platform.

Even a prompt
A cel-animated, anthropomorphic cartoon rabbit named Peter with grey fur, drawn in a vintage slapstick cartoon style from the 1950s, in 9:16 format.
is blocked.

#

This is intolerable. People are showing various copyrigthed characters being generated but this is blocked even when whole prompt is without references to characters such as Bugs Bunny.

#

Here it generates.

#

But this gets blocked. No trademarked or copyrighted references.

Latest problem is generating an anthropomorphic character in realistic environment.

It's way too sensitive. I narrowed down a problem, I was trying to get it to draw a young girl, and it wouldn't let me draw one wearing tights. Not allowed. Sheesh. It happens nearly 100% of the time when I'm editing an earlier image, but it still frequently happens when I start fresh, well over half the time.
