Bug Report: ChatGPT maintains uploaded files after deletion
`Steps to Reproduce`
  1. I created a Deep Research chat and asked it a question. After its response, I uploaded a custom file (not available anywhere) and asked it to supplement its response with it.
  2. I created a new Deep Research chat and asked it the same question. It referenced the uploaded file from the other Deep Research chat.
  3. I deleted the original chat where I uploaded the file and the new chat where it referenced that file.
  4. I created a brand new Deep Research chat and asked it the same question.
`Expected Result`

The file would not be referenced as it is deleted

`Actual Result`

The file was referenced once again in the brand new Deep Research chat after all chats containing that information were deleted. Although I'm already confident it is not finding the info online as it is my completely custom file not available online, to further make it obvious it references in the file in the sources as a "file-<hash>".
