Bug Report: Custom instructions are broken
`Steps to Reproduce`

Change custom instructions on any device, restart app (just in case), start a new conversation to ensure they apply, and start chatting.

In my case, I added explicit instructions not to use emojis in responses. Conversations persisted with emoji usage following, nearly without fail if asked to compare pros/cons of something (this model loves using emoji checkboxes and rocket ships for some reason).

`Expected Result`

Instructions should be followed...in this case, without emojis in responses (like it used to be by default).

`Actual Result`

2 bugs manifest themselves:

  1. New custom instructions completely ignored, emojis everywhere. Rocket ships, little stars, checkboxes, red X's, green checks, you name it.
  2. Navigating to custom instructions on mobile device directly from the menu->customize->custom instructions shows a different version of custom instructions than when accessed from menu->customize->memory->custom instructions.

When I asked the model why it was ignoring them, it was unaware to the changes.

after additional followup messages in the conversation when it became apparent that my 'no emojis' instructions were not being followed, it turns out that it's actually using a very old version of my custom instructions from before the update which introduced the new customization fields (what do you do, what should chatgpt call you) and trait prompt generation buttons (chatty, overly enthusiastic, retardio, oblivious, unhelpful, annoying, straight-laced, etc etc). my custom instructions have been updated countless times across all devices (mobile, desktop app, web), and both apps have been restarted several times in addition to receiving updates, so there's no reason for it to somehow caching last year's custom instructions.
