Bug Report: CIs disappearing after ticking off "Enable for new chats"
`Steps to Reproduce`
  1. Put in some custom instructions in "What traits should ChatGPT have?"/"Anything else ChatGPT should know about you?" -
  2. Disable "Enable for new chats", save and exit -
  3. Re-enter the "Customize ChatGPT tab" (CIs)
`Expected Result`

CIs should not disappear after ticking off "Enable for new chats", they should still remain in the input form but grayed out and unused on new chats.

`Actual Result`

CIs disappear every time I add instructions and tick off "Enable for new chats" and re-enter the customization tab.

Win 11: Browser (Opera GX)

i've noticed it doesn't happen with short instructions but happens with long ones, near the 1500 char limit (for me)
