Bug Report: ChatGPT-4o Server Performance Degradation.

`Steps to Reproduce`

Use the browser version of ChatGPT
Input prompt and prompt that I wanted for ChatGPT-4o

`Expected Result`

ChatGPT-4o Response from when ChatGPT-4o in September through November (everything was all fine, but starting in Mid-December, that is when the problems started, at first they usually come and go, but ever since the January 29th, 2025 Update that is when the problems started to occur)

`Actual Result`

recently, it has decided to start asking questions, does not generate anything but continuously keeps stalling (which basically wasted my time trying to generate another response and it would just say the same thing over and over again).

saying things like "Got it. Here’s your requested response with everything included exactly as specified.", "Certainly!", etc (other examples of this), which is kind of driving me crazy, as the ChatGPT-4o that I previously used since last year never asked questions, or used responses like "Got it. Here’s your requested response with everything included exactly as specified.", "Certainly!", etc (other examples of this).
i tried to solve the problem myself by using memories or customized instructions, but they usually work temporarily before the problems eventually come back again.
