User repeatedly prompted ChatGPT with "start" and "go," but ChatGPT did not follow through.

`Expected Result`

ChatGPT should have immediately begun drafting the report once the necessary details were provided. The response should have contained the full document structure, with relevant insights, policy recommendations, and stakeholder engagement strategies.

`Actual Result`

ChatGPT stalled after acknowledging the task.
ChatGPT repeated its intent to draft the report but did not deliver content.
