`Steps to Reproduce`

Log in to ChatGPT and use the ChatGPT 4o model.
Attempt to generate an image.
Attempt to read a PDF file.
Find that the image cannot be generated and the PDF cannot be read.
Use the o3 mini model and observe that, regardless of the issue, the entire thinking process is in Chinese and only takes a few seconds.

`Expected Result`

The image should be generated successfully, and PDF files should be readable. Additionally, the thinking process should be in English, and complex issues should take a few minutes to think through.

`Actual Result`

Unable to generate images or read PDF files. The thinking process is in Chinese, and it only takes a few seconds to think.
