Bug Report: new 03-mini-high model usage policy bug

`Steps to Reproduce`

Ask a question the ai is not allowed to answer, when it says it can't fulfill it ask it any other question and it'll give you a usage policy warning. I asked it since when it showed it's reasoning or "thoughts" and it gave me a usage policy warning. refreshing the browser it answered when I said hi but when I then asked about the reasoning it went back to usage policy stuff.

`Expected Result`

I expected it to tell me "this is a new feature implemented since xx-xx-xxxx and is part of this new model etc.
