Bug Report: unable to upload files to o1 after hitting the plus limit of 4
`Steps to Reproduce`
  1. chat a lot to trigger the limit of 4/4o and gets locked out from using them
  2. change the model to o1 and attempt to upload an image
`Expected Result`

the image uploads normally and o1 is able to read it

`Actual Result`

it shows a grayed out clip icon on desktop (unable to upload any image); when attempting to upload on mobile, it shows “gpt4o mini doesn’t support attachments, please try again after your limit resets on xxx”
