Bug Report: o1 canvas "ask chatgpt" inline tool is not working
`Steps to Reproduce`

Highlight some lines in the canvas to invoke "ask chatgpt". When the modal comes up, hover the mouse and you can see it is blocked / not available.

`Expected Result`

when click "ask chatgpt" I should be able to input some textual requirements, and the highlighted part would be edited

`Actual Result`

the "ask chatgpt" modal is not functional
