Bug Report: Submit !responds when pending recaptcha
`Steps to Reproduce`
- Turn on a famous VPN to a common location, like NY
- Submit a few prompts until submit does nothing
`Expected Result`
Inline recaptcha for a fix, or a "please refresh your page to continue" for the lazy workaround.
(As a bonus mention, the recaptcha is a bit too aggressive -- if someone wanted to use bots, it'd be the API not the web portal, anyway! Separate recaptcha aggressiveness to be lower for portal -- and lower for users that verified x or y. Heck, ask me for my blood type - I don't care, just don't spam me with recaptcha)
`Actual Result`
Clicking submit has 0 feedback, causing frustration and confusion... until you refresh the page -> you'll see a recaptcha prompt.
