Bug Report: chatGPT can't use its abilities like image generation

`Steps to Reproduce`

when I prompt chatGPT to generate an image it dos not do it and says "I currently don't have the ability to generate images." when i upload a file or an image it says "It looks like you've tried to share an image, but I currently can't view or analyze images directly." it can't search the web and when i for example prompt it to get the btc price it says its data are up to date until 2023 and dosent search for it in the web.

`Expected Result`

generate images using dall-e, analyze uploaded file like an image, search the web if needed and prompted.

`Actual Result`

I currently don't have the ability to generate images., It looks like you've tried to share an image, but I currently can't view or analyze images directly., I currently don't have the ability to browse the web.
