Bug Report: Uploading images/files is impossible
`Steps to Reproduce`
  1. Open ChatGPT
  2. click the paperclip icon to upload a file
`Expected Result`

The uploading menu should appear normally

`Actual Result`

The paperclip icon is grayed out, thus impossible to interact with

`Environment`

ChatGPT web version for mobile, Android 11, Google Chrome (both incognito and normal)

the paperclip icon should be white, not grayed out
when it's grayed out it's impossible to use

also note that im a free user but i have access to 4o and memory (i dont use the latter)
