Bug Report: Unable to Access or Process Uploaded Files for Data Analysis in ChatGPT (Excel/CSV Formats)
`Steps to Reproduce`

Start a chat with ChatGPT and upload an Excel (.xlsx) or CSV file with structured data.
Request ChatGPT to open or analyze the data.
Observe that ChatGPT fails to access the file, returning an error or unable to process it.
Try re-uploading, converting to other formats (e.g., CSV, Google Sheets), and sharing a public Google Drive link.
Despite all attempts, ChatGPT remains unable to access or analyze the file contents.

`Expected Result`

ChatGPT should be able to access, read, and process the uploaded Excel (.xlsx) or CSV file, displaying the contents or performing the requested data analysis.

`Actual Result`

ChatGPT is unable to access or process the file. It returns an error message or states it cannot read the file, despite multiple attempts with different formats (Excel, CSV, Google Sheets) and access methods (direct upload, Google Drive link).
