Bug Report: All requests on the ChatGPT web interface are redirected to the gpt-4o-mini model
`Steps to Reproduce`
  1. Open ChatGPT on the web.
    2. Attempt to select a different model for the conversation (e.g., gpt-4o or gpt-4t).
    3. Notice that all requests are redirected to the gpt-4o-mini model but the interface shows the model that the user choosed.
    4. Try to use tools like dalle, web, or canmore, and observe that they are unavailable.
    5. Attempt to switch to the o1 reasoning model, which is also unavailable.
`Expected Result`

ChatGPT should switch to the selected model as chosen by the user and provide access to the selected tools.

`Actual Result`
  1. All requests are redirected to the gpt-4o-mini model, even if a different model is displayed on the web interface.
    2. Tools like dalle, web, and canmore are unavailable on the web interface and Windows app client based on the Electron framework.
    3. The iOS app is unaffected and functions normally.
