Bug Report: Windows app prompt input scrolling anomalies
`Steps to Reproduce`

In the Windows app, enter a prompt that extends beyond the height of the small input textarea. Scroll down to the bottom of your text. Press the up arrow.

`Expected Result`

The cursor should simply move up a line.

`Actual Result`

The textarea resets to the top of the text, though the cursor is still out of view. Continue tapping the up-arrow until the cursor appears in the visible text area. Might be related to code nested in triple backticks, embedded shift-enter line breaks, or other content.
Jumping often occurs when moving cursor within the text area on content beyond the height of the textarea.
