No, a user cannot have more than one account with the same email address. Each email address is unique per account. If a user has deleted their account, OpenAI does not support creating a new account with the same email or reactivating the old account. However, a user can sign up for a new account using a different email address. If they don't have an alternative email address, they can use an email subaddress. For example, instead of <jane@example.com>, they can try <jane+alt@example.com>. Emails to this address should still go to the same inbox, but OpenAI will treat this email as a new account.
Also, it's important to note that new accounts are still subject to OpenAI's limit of 3 accounts per phone number. Deleted accounts also count toward this limit. Deleting an account does not free up another spot. A phone number can only ever be used up to 3 times for verification to generate the first API key for your account on platform.openai.com.
