Bug Report: New Chat always has the message of older custom instructions
`Steps to Reproduce`

Create a new chat, close the desktop app on macOS. Open it again

`Expected Result`

New Chat shouldn't have the message "This chat uses an older version of your custom instructions.

`Actual Result`

Any new new chat has the message "This chat uses an older version of your custom instructions.

`Environment`

macOS App Version 1.2024.289 (1729717854)
