Team account with no access to Plus feature (Custom GPT)

Steps to reproduce:

1. Login to team account
2. Click on the workspace logo on the very top right
3. Click on "My GPTs"
4. Click on "+ Create"
5. Observe that "+ Create" is disabled, even though I have Team account with 136 other people. No one else in my workspace has custom GPT access

Expected result:

I should be able to create a CustomGPT or access other CustomGPTs

Actual result:

I do not have access to CustomGPT, or even GPT Store, even though i have a Team account, and from what I know I should have access to everything in Plus
