#Advanced voice mode in Europe?

It seems there is news of users in Europe getting a message on desktop to install advanced voice on the app trough a QR code. I received a message saying i could use it (im in Portugal). But for some reason when i went to scan the QR code the app crashed and when i opened it again the message was not there anymore. I tried uninstalling and installing again, but still no advanced voice. Anyone with similar experience?
