#A user's own voluntary account deletion is treated as if the user was banned?

Hi. I've deleted and reinstated my account a few times, for privacy reasons when no longer using it, and then wanting to try out new features later. I just ran into the inability to set up a new account with API access, and found the phone verification FAQ guidance that, "For anti-fraud and abuse reasons, we do not allow you to unlink phone numbers from OpenAI accounts to free up that number for reuse. This means deleting an OpenAI account does not free up the number to get around the limit. There is no workaround."

I think this is a bug; that voluntary user account deletions are conflated with banned accounts. Could we get voluntary account deletion flags added to accounts, or banned flags added, so that these are not conflated, and then phone verification account limit counts are filtered on the flags? This would be quite simple to implement, and would allow new accounts for voluntary deletions, as one would expect.
