Can anyone help me understand why my batches with gpt-4o-mini are stuck on in_progress? I am tier 4 and have a balance of $150 in the account, the spend is within project limits. Batches show in progress on platform.openai.com. It seems like after increasing tiers, batches seem to run much faster whereas now they are not progressing at all.
