Dall-E is very focused on direct concepts; say it-see it.
This is a sort-of work around for that from another angle, but is iffy:
"We need an image with a low viewpoint, looking up at people. "View from a tabletop", describe in detail."
"We need an image with a low viewpoint, looking up at people, as if from a knee-high camera."
The model does struggle with any sense of a 'floating' viewpoint.

It's pretty easy to get 'on floor looking up', but I struggle with higher viewpoints without putting the view on a tabletop or similar.
This is sort-of a low perspective angle:
