It appears that there might be a delay in processing the tier upgrade after you've made a payment. In some cases, users have reported that their tier was upgraded to Tier 1 after some time had passed since their payment was made source (https://community.openai.com/t/707315).

However, you should also ensure that the API key you are using is freshly generated from the account organization that shows the available credit on the billing overview page. The sign that your payment has been registered will also be when GPT-4 is unlocked, and can be seen in the “chat” mode of the API playground and also is seen in the rate limits page source (https://community.openai.com/t/687137).

If the payment is there, is being spent, but the tier is not elevated, you could try the following:

  • Make another payment to try to get it recalculated.
  • Send a message through the “help” of your API account menu.
  • Keep waiting without trying more source (https://community.openai.com/t/687137).
