Steps to reproduce:

Tap/hover the mouse on the prompt

Expected result:

The pencil icon appears

Actual result:

The pencil icon does not appear at all

Additional information

Browser: Chrome (Incognito)
OS: Android 11

This is on the web version of ChatGPT at chatgpt.com (chat.openai.com) I dont have the android/ios app so I dont know if the bug is there too.

The problem is only on mobile web browser. When I use my computer based web browser, I have the pencil icon.
