#Assistant API not working using the gpt-3.5-turbo

i have a problem using the open ai assistants api or even in the playground i always get the error : You've reached your usage limit. See your usage dashboard and billing settings for more details. If you have further questions, please contact us through our help center at help.openai.com. I even created a new account that i used for that first time and i still got that error.
