Hi @still storm. I'm kapa.ai, your friendly support bot. I will try to answer your question by searching through the knowledge base.
As a ChatGPT Plus user, you should have early access to experimental new features, including new UI changes. However, these features are being rolled out gradually to all Plus users. If you haven't received access yet, it's likely because the rollout hasn't reached your account yet. Please be patient as OpenAI is working to make these features accessible to all Plus users. You can check for these features in the new beta panel in your settings once it rolls out to you [source (https://help.openai.com/en/articles/6825453-chatgpt-release-notes#h_9894d7b0a4)].
Note: you can ask me a follow up question by @ mentioning me again :speech_balloon:

@peak prairie the thing is many free users i know already have the new ui
Let me check the knowledge base for you. One moment! :books:
The rollout of new features and UI changes may not always be strictly based on the subscription tier. Sometimes, OpenAI may choose to test new features with a diverse group of users, which can include both free and Plus users. This approach helps OpenAI gather a wide range of feedback and ensure the stability and performance of new features before they are made widely available [source (https://help.openai.com/en/articles/7897380-introducing-new-features-in-chatgpt)].
If you're a ChatGPT Plus user and you haven't received the new UI update yet, it's likely that it will be available to you soon. If you believe there's an issue with your account, I recommend reaching out to OpenAI's support for further assistance.

Really this question feels to be, what is the rollout schedule
Especially as a lot of people feel a little bit... annoyed at the lets roll out free features before paid features are done rolling out. It makes things especially frustrating when the announcements go out that X or Y is now in the free tier and suddenly the paid tier seems to be lagging or the website seems to be stopping. @peak prairie is this rollout plan impacted by server latencies?
Let me check the knowledge base for you. One moment! :books:
The rollout plan for new features in ChatGPT, including the transition from paid to free tiers, is primarily designed to ensure that features are well-tested and provide a reliable experience for users. This involves a phased approach, starting with an alpha phase for a small group of users, then a beta phase for ChatGPT Plus subscribers, and finally general availability for all users [source (https://help.openai.com/en/articles/7897380-introducing-new-features-in-chatgpt)].
While server latencies can impact the performance of AI models like GPT, the information provided does not directly indicate that they affect the rollout plan. However, OpenAI does provide guidance on improving latencies, which includes factors like the model used and the number of tokens generated [source (https://help.openai.com/en/articles/6901266-guidance-on-improving-latencies)].
OpenAI's servers are currently located in the US, and while they hope to have global redundancy in the future, users might experience different latencies based on their geographical location [source (https://platform.openai.com/docs/guides/production-best-practices)].
