Free tier users are defaulted to GPT-4o with a limit on the number of messages they can send using GPT-4o, which varies based on current usage and demand. When GPT-4o is unavailable due to high demand, Free tier users are switched back to GPT-3.5. This approach helps to ensure that the widest number of people can access the advanced capabilities of GPT-4o while managing the computational resources required to support the model's operation.

Free tier users also have limited access to advanced tools such as data analysis, file uploads, browsing, and discovering and using GPTs. These tools share usage rate limits that are separate from the GPT-4o text rate limit. If a user reaches a rate limit for any of these tools, they will need to wait for a later time to use any of these tools.

It's important to note that Free tier users can upgrade to Plus at any time to access higher rate limits and additional features. Plus, Team, and Enterprise plans have access to build GPTs and use DALL·E, which are not available to Free tier users.
