Dall E 2. Blocked because im a “new user”

Ive had fun and played around with Dall E 2 for quite a while. i took a short offline break but came back to a message that says it doesnt allow new users.

Ive been using it for a few months or even maybe a year. I am not a new user.

Is this something I cant fix, or did i misunderstood something?

Are you on the same account that you were using previously to access DALL·E 2?

I got the same issue, I took a break and then come back to try and there is the error
