Issues when GPT-4 limit expires - UI and feature missing

Steps to reproduce:

1. Use GPT-4 or Custom GPTs as usual.
2. Receive notification that "New responses will use GPT-3.5 until your GPT-4 limit resets."
3. Start a new chat.

Expected result:

The screen should show ChatGPT 3.5 as the title and you would be able to access the various models (4 may be grayed out or otherwise visibly inaccessible, but should still be there). Also the left menu bar should show history, custom GPTs, and settings/log in details.

Actual result:

See attached - a very minimal UI provididing minimal usable information and no ability to access old chats (even ones started on 3.5)

I believe my timeout ends at about 13:43 so I'll be able to see if the problem is caused by the GPT-4 limit (but as I had this issue earlier today when I passed the limit I suspect it is)

It ended at 13:41 actually, and everything is back to normal - so it's definitely limit related

Darn, thought it had something to do with the memory feature so I cleared it all 🥲.
