#Phone verification for API key not working.

Hi there,
Steps to reproduce:

  1. Go to the new "API keys" interface for projects.
  2. Click on Start verification & enter your phone number or any real phone number (location Canada).
    Expected result:
    Get SMS to verify phone number.

Actual result:
Error message with: We couldn't verify your phone number (regardless the phone number).

Additional information

Browser: Chrome, Version 124.0.6367.61 / Chrome (Android) 123.0.6312.118
OS: Windows 11 / Android (same behavior)
My account already had user API keys, but since the change in OpenAI to project API Keys I haven't been able to verify a phone number, therefore, I haven't been able to create new API keys. Also, my account doesn't have a phone associated to the account (may have something to do with it?). User API keys were moved to legacy, hence the urgency.
