In the iOS app (latest, latest iOS), the only way to work on a photo is from the Camera Roll.
If you use the camera, the “Next” button on the annotation screen briefly spins and then does nothing. You cannot proceed and need to cancel out and discard the taken photo.
Tried logging out, tried deleting and re-installing.
