#RateLimitError persisting for days?

Forgive me for my ignorance if this is something simple, but I've been running this Discord Bot for weeks without issues but a couple days ago these errors popped up and haven't gone away. Doesn't matter if I shut it down for hours or overnight, it comes right back up when I try to run the bot again.

I have no idea why, as I've never used pay as you go credits before, and I've never seen that page before
